Are you testing partitioning using the "mysqld-max.exe" binary? Partitioning is only enabled in "max" builds currently. I tested 5.1.3 on windows running "-max", and the examples in the manual work as expected. However, the "standard" binary didn't work correctly, and failed as you described. Therefore, I'd make sure you're using the -max binary before testing further.
Unfortunately, if you use the standard "mysqld.exe" binary, partition creation will fail silently, leaving you with whatever the engine that was specified as a non-partitioned table, which the partition management statemens will not work against (but once again, fail silently).
