how to determain pakages that are similar in content.

Hi!
I'm trying to figure out how to find similar pakages for surgical procedures, that I've got in a db. My table looks somehow like this
|Pakage|Items|
--------------
|1 |A |
|1 |B |
|1 |C |
|1 |D |
|2 |B |
|2 |C |
|3 |A |
|3 |D |
|3 |E |
--------------

What i need is the porcentage of item coincidence between Pkg1 vs Pkg2, Pkg1 vs Pkg3, Pkg2 vs Pkg3.
This to cut down the number of pakages in use and standarize them.
Full text allows ranking, but I'm not sure of it might be the best method. Mostly because I've got more than 6000 pakages and over 4000 items to match.
