I assume you're on a mac.
your usr/local folder is hidden and the only way to get to it is using the TERMINAL application found in:

applications/utilities/terminal

once you're in Terminal, there isn't a single person or document in this forum or outside the offices of the people who created this software that will fill you in on what to do : ) so break out the decoder ring you took out of the cereal, brew up several thousand gallons of coffee and make sure there are no sharp objects anywhere near you. GOOD LUCK!

The sql manual is a 1300 page pdf file which tells you how it's SUPPOSED to work.
