Yes, there has been some problems with the .msi packages from European servers. The MySQL web team is working on resolving this, but as a temporary workaround, please download them from a US mirror.

For example:

http://dev.mysql.com/get/Downloads/MyODBC3/mysql-connector-odbc-3.51.16-win32.msi/from/http://mirror.services.wisc.edu/mysql/
