FATAL ERROR: Could not find /fill_help_tables.sql

I did a source install of mysql. When I do ./mysql_install_db, I am getting, FATAL ERROR: Could not find /fill_help_tables.sql. anyone knows what the problem is?
I did my configure like so:
./configure --prefix=/usr/local/mysql/mysql-5.1.23-rc --localstatedir=/home/mysql/data --with-mysqld-user=mysql
Any help appreciated.
