Mysql Tuning (Hitrate - keybuffer)

Our database machine (Redhat 7, Mysql3.23, 1G Ram) has started to hit very high loads over the past week or so. Using the Mysql administrator tool, and checking the memory health, I see the "hitrate" for the key_buffer (key efficiency) is at 100%. I've increased the size of the key_buffer_size variable, but no change. Any ideas?

On average there are about 120 simultaneous connections, The server has about 15 databases with about 50 tables altogether, of which only about 6 tables are heavily used. Any other tuning tips?
