4.0.21 Installation on WinXP

I all,
I'm experiencing trouble with the installation with 4.0.21 (binary distribution) on a WinXPprof machine, I'm totally new with Mysql.
It seems everything ok(no error message during the installation procedure), but I'm experiencing strange behaviours, some of them are:

- It is possible to start mysql server only with the --console options, all the others (mysqld, mysqld -opt, ..) don't give any result (server doesn't start)
- the only database I can see is the "tst" database, and it's an empty one
- the only content of the my.ini file into C:/Windows directory is Server=C:/Programmi/MYSQL/bin/mysqld-opt.exe
- the file c:/my.cnf doesn't exisit

Does anybody have an idea about the nature of these problems?
