Thanks for the suggestions.
I got it to install, but I do not know why. I launched the installer, told it to remove the server and data directory. It had me reboot the computer. I then launched the installer again and told it to install the server. The only thing I did different is that this time I did not add a user account at the same time.
The installer I used was the 64bit .msi file I downloaded from mysql for windows. It is obviously buggy.
BTW, there is a bug report on the unknown variables from someone else.
