Setting tmpdir on Windows, MySQL wont start

Hi,

I've tried several times to change the default tmpdir for MySQL 8.0.23 on Windows, but when I do it will not start.

If I set the tmpdir to the default, it will start:
tmpdir=C:\WINDOWS\SERVICEProfiles\NETWORKService\AppData\Local\Temp

When I set it to any other folder it will not start. There isn't anything in the error log either. I've tried setting the exact same permissions on the new folder than the default folder, but it still wont start. I can't seem to find any posts about this issue, or any steps to fix.

I also tried setting tmpdir from the command line, but the result was the same.

Any ideas?
