Running a MySQL server against data on an external volume adds a layer of risk that I avoid. A database server is also active while you're _not_ issuing commands. You just need to _once_ pull the USB drive while the server is doing something to wreck your data.
That said, I'm unaware of anything in 8.0.29 that would specifically block trying. You might want to review its Release Notes.
