This was an upgrade of NextCloud? It seems to have screwed up the MySQL installation that it depends on and presumably manages. I think you'd need to ask on a NextCloud forum.

If they won't help, you'll need to find the relevant error messages in your MySQL error log. It's in your MySQL data folder, usually named <machineName>.err.
