What version of MySQL 5 are you using? I know that older versions of 5.0 didn't enable the max version of MySQL that had Archive enabled in it (newer versions should have it in the standard build). If this is your case, edit your Windows service to use the mysqld-max-nt executable, then restart MySQL, and do a SHOW ENGINES in the mysql client to ensure all is well.
