you haven't mentioned what platform you're on. I'll presume Linux (because I'm familiar with that), and if you're distributing your application in the RPM format, you can call a Requires: on mysql.

If you need it to initialize databases, after mysql is installed, you might find using %post in the RPM scriptlet to make this so
