I was confused, sorry.

As stated on the page

http://dev.mysql.com/doc/refman/4.1/en/news-4-1-23.html

the 4.1 product is now in "extended support", meaning that only paying
customers have access to bugfix releases, 4.1.23 being one of them.

You can still get the latest 4.1 source and build from source, see

http://dev.mysql.com/doc/refman/4.1/en/installing-source-tree.html
