Where to get Window binaries compilled with default-character-set=cp1251 ?

If I use the table with DEFAULT CHRSET=cp1251, I'll get the ???? signs instead of russian letters.
The main problem is that the free dustributed package has the latin1_swedish_ci (as mysql_client_encoding function returns).
Have anybody the idea of how to get the binaries with the cp1251 (russian) coding for Windows?
