You can add the following constants to config/config.php

APP_DEFAULT_ASSIGNED_EMAILS
APP_DEFAULT_NEW_EMAILS

However that might only impact new users, I am not sure. Please try and let me know the results. If that doesn't change the behaviour for existing users let me know and I will patch Eventum.
