The error log is so named because all errors are written to this log. It does not mean that *only* messages with an arbitrary designation of "Error" are written to it; other message levels written to this log include Info and Warning, just as you've said.

There are additional MySQL server options to control logging and verbosity levels, such as --log-error-verbosity and --log-error-suppression-list.
