Thank you Peter. I will look into trans & concurrency control.
One scenario I forgot to mention in my post is this, for example:
if userA selects AUTHOR-1, then lists all books for author one. Then updates a book record (or add a book), in the mean time, if userB attempts to delete AUTHOR-1, then in this case it should be prevented as well.
