The CSV Storage Engine

Hey all,
I was wondering if someone could tell me how to build MySQL with the --with-csv-storage-engine option on as is explained in the manual. I have downloaded the zip file for MySQL 4.1.14-nt. I would like to try the CSV Storage engine.
