Richiesta creazione codice univoco che diventi chiave primaria di altra tabella

Ho la necessità di ottenere un codice univoco per un evento che succede in una determinata città, faccio un esempio
ID Città ISTAT
1 Milano 01885
2 Roma 19568
3 Napoli 25698

Inserendo in un'altra tabella un evento tipo

ID del Città
04/05/2020 Roma
03/05/2012 Milano
01/04/2020 Roma
ID della tabella di sopra sia un valore del tipo 151956801, per il secondo sia 150188501 e per l'ultimo sia 151956802 e così via, il 15 è un valore fisso, ringrazio anticipatamente chi vorrà aiutarmi
