In workbench, a "routine" corresponds to database stored routine, that is, a stored procedure or trigger.
A "routine group" is a collection of routines that share a common theme. For example, in the sakila sample database there are a number of routines concerned with customers, or stock, and these could be placed in a routine group to be placed on a diagram along with the tables on which they work.
In workbench you cannot add a routine to a diagram - they must be in a group.
If you just want to show all your routines on a diagram, you can always make one big group and chuck all your routines in there.
