Installing/removing software is a platform-specific situation. You appear to be blending concepts from multiple operating systems (add/remove programs ~ Windows, different logged in user ~ Linux) so your basic description is confusing.
Plus there are usually multiple methods you could use to "install" MySQL on any platform. You need to figure out how that original "install" was performed then that information will guide you to the correct "uninstall" process.
You may want to engage a local system administrator to assist.
