Giving Permission for 1 db to access another db on the same server

I have a server with a front end web db and a backend reporting db. I would like to give permission on the web db to be accessed by the backend db for select purposes only.

How do I do this? I have tried adding the be backend db as a user on the web db but that doesn't do it.
