problems with MySQL

I downloaded MySQL from the site and the mysql.exe (from command line) works. The problem I'm having is the training book tells me to open the web browser and navigate to the admin home page at
http://127.0.0.1:8080/apex. It comes back and says IE cannont display this web page. Has the location changed?
