Windows Installer Returns Access Is Denied

I had MySQL installed previously on a Windows 2008 server and was then uninstalled. When I tried running the MySQL Installer for Windows nothing happens. I then tried running mysql-installer-community-5.6.25.0.msi via a command prompt. It then returned "Access Is Denied". I noticed that although MySQL was uninstalled there still was a MySQL directory under Program Files (x86) and another MySQL directory under ProgramData. So I deleted both of those directories. I then tried deleting keys in my Registry that referenced MySQL. There are no other MySQL components installed. I then rebooted the server. But still whenever I try running the mysql-installer-community-5.6.25.0.msi file it still says "Access Is Denied". PLEASE HELP!
