The specified bug corresponds to an issue with MySQL for Visual Studio product where MySQL Installer doesn't allow the installation to begin since it has failing requirements. The issue reported by Mel seems to take place once the installation has begun.

agreeing with Peter, this looks like a bug which should be reported to the bugs page. When doing so please provide the detailed steps that led to the specified behavior.
