Hi Larry,
Sorry to hear that you are having problems installing MySQL 8.0.
This does not look like a common or easy problem to reproduce, and with the log messages you are providing it's impossible to assess what is going on.

The System.IO.FileNotFoundException is indicating that maybe MySQLInstallerLauncher or another related process is not finding a file where it should be.

Are there any more log files you can share? Available maybe at the location you pasted along with the report.
