Installation fails because of previous copy

I have by accident deleted my "root" user on MySQL80 installation (version installed with MYSQL 8.0.13 installer) and could not enter the Workbench any more. Except of it I have stopped the MYSQL Server from the "Background Processes in Task Manager". As I could not find a way to log in into Workbench I have uninstalled MySQL and reinstalled it with MYSQL 8.0.15 installer. But the OS still recognizes old version of MySQL somewhere in my System and fails an Configuration Step of the installation. Except of it the new installation cannot be MySQL80 any more as this name , created with the installer 8.0.13 is also recognized.
The question is: How can I completely remove the old copy from any registers and memory on the PC and start afresh?
