You can download the latest released (5.6.47) version from
https://dev.mysql.com/downloads/installer/. Be sure to click the "Looking for previous GA versions?" link and select "5.6.47" version on the "Select version" dropdown.
If you are still looking for 5.6.46, you can download it from the archives at:
https://downloads.mysql.com/archives/installer/. Similarly, look for "5.6.46" in the "Product version" dropdown.
