MySQL needs a place to write temp files, found it had no access to C:\Users\Public\Documents\Wondershare\CreatorTemp\ib9E78.tmp

What is the content of the environment var TEMP? It's usually something like ...

TEMP=C:\Users\USERNAME\AppData\Local\Temp

... where USERNAME is your Windows login. Has "Wondershare" software hijacked that setting?
