It is an easy fix.

You need to open port 33061 in the windows firewall and it all works perfectly.
Not sure why 33061 needs to be opened as 33060 is the default port which is opened automatically with release .20.
It maybe a hidden port or the installer adds one to the selected port.
Either way I will try to log it as a bug.
