MySQL Router - Windows 8.0.30 - Fails at boottrapping creation - Router configuration files

Hi, we are creating an INNODB cluster & configuring the Router. The cluster is working fine. During the creating of the router using the windows installer setup, bootstrap configuration, it keeps failing with the below error.

has anyone face the same issue?
