Hello David,
sorry for the late reply. I've validated that indeed using the "'" character in the password when using MySQL Installer results in connection failing from other clients. I didn't see the issue when using ";". Please file a bug at: https://bugs.mysql.com/. While the bug is fixed, please avoid using that character for passwords.

By design, Installer only allows to create new users during the initial configuration. To fix your issue, if you have any data stored in dbs, please first perform a backup to avoid any data loss and then proceed to remove the Server installation using Installer. After uninstall proceed to install MySQL Server once again, configure it and finally restore any data using a client such as Workbench.
