Hi Bill,
This sounds like an upgrading error/bug. Can you please trying deleting the Settings file? (it will be recreated on the next run). The file is located under this folder:
C:\\Users\\YourUserName\\AppData\Local\Oracle\MySQLNotifier.exe_StrongName_nph0zoitosxrjmkenzq1ftpjbxo42ai1\1.0.2.0\user.config.
This will reset the settings for the tool in case there would be left any invalid value in the last run.
I hope you'll give us some feedback on this later.
