int(2) is not what you think. It takes 4 bytes and the "(2)" is ignored. Perhaps you want TINYINT UNSIGNED, which takes only 1 byte.

All the fields, except for pk_id, are NULL. Perhaps many should be NOT NULL?

INDEX(a), INDEX(b) is not the same as INDEX(a,b) -- and often not as good. You could try INDEX(observedstate, powercost), but I doubt if it would help much.

Did you try my reformulation?
