That is correct, there is no .msi in the zip archive but there are .exe files. How to install from a zip:

https://dev.mysql.com/doc/refman/5.7/en/windows-install-archive.html

If you want an .msi you cat get those from here:

https://dev.mysql.com/downloads/installer/
