tablespace size on windows platform

After truncating a very large table in an innodb tablespace, is the innodb file size dynamically reduced?

I am being told that in order to perform "maintenance on a database hosted off-site" that the db is being dumped, the database deleted and re-created, in order to defragment the database and recover disk space.

Is all that really necessary?

Any thought are GREATLY appreciated.
