I just had a similar problem using XAMPP on Win XP Pro. I did the same things to the my.cnf file that you did, but still no results. What I ended up doing was making a copy of my.cnf to the root then calling mysql_installservice.bat in the mysql directory.
It now is displaying properly in phpMyAdmin.
