Not exactly. Re-read the line: "dump your tables and recreate the whole InnoDB installation"
That means: dump your DB. DROP your database and CREATE it. Re-import data.
Why would you need to uninstall the MySQL software/server? When you DROP a database all its files are deleted, so you can restart from scratch.
