You might want to look at https://mariadb.com/kb/en/the-mariadb-library/defragmenting-innodb-tablespaces/.

I think, given InnoDB architecture, 0% fragmentation as a requirement makes no sense.

Again, fragmentation can be a problem but isn't often. If it demonstrably causing problems in your system, what are they?
