The manual has excellent explanations for the variables cited.

The log file size estimate comes from innodb_os_log_written / Uptime_since_flush_status / innodb_log_files_in_group turned into megabytes then rounded up to the nearest 32MB boundary.

Every system needs downtime for maintenance, upgrades &c. If your system is so essential that downtime must be kept down to seconds, it needs a failover design, eg https://dev.mysql.com/doc/mysql-utilities/1.5/en/mysqlfailover.html
