Good. That says it was stored correctly for utf8 or utf8mb4.
So the problem is entirely on the output side.
When you connect to do the SELECT, do you specify utf8 (or utf8mb4) in any way? `SET NAMES utf8;` is one such way.
What are you using for displaying the text? If html, do you have a meta tag specifying UTF8? (not utf8mb4).
