You need application code that receives the data and performs an INSERT into MySQL.

Yes 4ms/insert is possible. However, since spinning disk drives are not that fast,you need some technique, such as

* RAID with Battery Backed Write Cache
* SSD
* Gather up several (say 100) records and 'batch' insert them

(There are more details, but this might get you started.)
