I was about to log a bug and found this:
Bug #19930 (Closed): Incorrect thread handling in ndb_mgmd could casue crash/incorrect behavior
I'm going to try to test this tomorrow and see if the ndb_mgmd process dies. (We do have two agents polling the ndb_mgm for the node status).
If the ndb_mgmd process does not die when the agents have been stopped, then It looks like we'll need to upgrade to 5.0.22
