Duplicate Management Servers

So I have a working MYSQL Cluster setup. 2 data nodes, 2 MYSQL instances running, and 2 Management Nodes. Everything seems to be working as advertised, except the Management Nodes. I set up the 2nd node and started it by pointing to Node 1 and it's configuration files. Now when I shutdown node 1 I cannot not connect to Node 2 either. Is there something I did wrong in the configuration or I not understanding how the second Management node should work. I am using Version 7.4.12 of the Cluster Software.
