Thanks for the reply Mikael. My network seemed fine, until I noticed that the domain for the misbehaving management server wasn't correct. Turns out that the cluster was refusing the connection because the expected IP address didn't match the domain name's.
The messages in the log were pretty sparse. I'm wondering if newer versions offer more hints in the logs. I'm sure configuration/DNS mismatches like this must happen pretty often.
