No, it cannot. This would be allowing network partitioning which
we work hard to avoid getting into. If we did support the next
obvious question would be how to handle merging them back again.

Something like this can be achieved however if you setup two clusters
that replicate to each other. We have various ways of supporting
Active-Active replication between clusters. In this setup each cluster
can continue without needing the other one.
