Unfortunately this error message is reported for a number of
different out of resource issues.

The best way to discover which resource is missing is to query
a number of ndbinfo tables that report resource usage in the
various pools in NDB.

The three most important tables to look into are resources,
memoryusage and ndb$pools. The last table is undocumented, but
contains a lot of interesting information that is version-specific.
