The SQL node always connects to all data nodes.
It will however continue to operate even if only one
connection is up and running.
But there are various ways to ensure that the SQL node
prefers using neighbouring nodes. Using a SHM transporter
is one way available in 7.6.6, using LocationDomainId
configuration is another manner available in 7.6.

the manual.
