ndb7.5.7's ndbmtd cann't start as ndbd

Dear pioneers,

I am installing NDB7.5.7 on 3 manchines: 1 master and 1 datanode is 2 cpu with 8 cores each, one datanode is 1 cpu with 8 core,
I can run 2 ndbd but when I run ndbmtd with the same config.ini, I got the errors:
Node 23: Forced node shutdown completed. Occured during startphase 0. Caused by error 6050: 'WatchDog terminate, internal error or massive overload on the machine running this node(Internal error, programming error or missing error message, please report a bug). Temporary error, restart node'.

is the reason caused by only one of ndb data node is 2 cpus?

and my config.ini is as below:
